Resolve Foundation: Theory of Change Development

Client: Resolve Foundation
Year: 2024
Location: Hong Kong

Project Overview

Resolve Foundation sought to develop a comprehensive Theory of Change and measure the impact of their 3-year school-based inclusion "Stand By Me" Pilot Program. Targeting mainly F.4 and F.5 students, the program consists of 3 parts: Teacher Training, Whole Form Assembly, and Student Leadership Academy.

"Working with Kenny has been an absolute pleasure. His guidance in establishing a robust Theory of Change and impact measurement model for our multi-year pilot program with youth has been invaluable. Kenny is not only easy to collaborate with but also highly communicative and generous with his time. His support has empowered our team to build our own capacity in this area throughout the process."

1 The Challenge

The team originally struggled to define the exact pathways that will lead to the eventual vision of an "inclusive school". The team also found it difficult to determine the exact scope of the intended impact. For example, will this program alleviate all bullying, or just identity-based bullying? These are important distinctions as they affect the design of learning objectives and thus affect learning design.

2 Our Approach

We began with a participatory workshop series that brought together program staff, school partners, and youth participants to co-create the Theory of Change.

Through iterative mapping sessions, we identified key assumptions, pathways of change, and critical indicators that would help the team understand their progress.

We developed a mixed-methods evaluation framework that balanced quantitative metrics with qualitative storytelling, ensuring the full picture of impact would be captured.
